Male, ethnic Mongolian, born in December 1953 in Zhunger County, Inner-Mongolia;

1976 joined the CPC, studied at the Chinese Department of Inner-Mongolian University, post-graduate education of CPC Party School;

1970 started to work; until 1980, worked consecutively in Zhunger Farming Machinery Factory, the Organization Department of the CPC Zhunger County Committee and the Organization Department of CPC Yikezhao Region Committee, Inner-Mongolia;

1980-1982 studied Chinese at he Chinese Department of the Inner-Mongolian University;

1982-1985 Office Secretary of the CPC Yikezhao Region Committee of the Inner-Mongolia Autonomous Region, Secretary of the Communist Youth League Committee of Yikezhao Region of the Inner-Mongolia Autonomous Region consecutively;

1985-1991 Deputy Secretary of the CPC Committee, Region Director, and Secretary of CPC Committee of the Dalate County, Inner-Mongolia Autonomous Region consecutively;

1991-1996 Deputy Director of Statistics Department, Director of Tourist Bureau, and Secretary of the Communist Youth League Committee of Inner-Mongolian Autonomous Region,

1996-1998 Secretary of the CPC Committee and Director of the Work Committee of Zhelimu Region, Inner-Mongolia, Secretary of CPC Committee and Director of the Standing Committee of NPC of Huhehot City of Inner-Mongolia Autonomous Region consecutively;

1998 Member of the CPC Standing Committee of Inner-Mongolia Autonomous Region, Secretary of CPC Huhehot Committee, Director of the Standing Committee of NPC of Huhehot City;

2003 Deputy Secretary of the CPC Committee of Inner-Mongolia Autonomous Region, Acting Chairman of the Government of the Autonomous Region;

2004 Deputy Secretary of the CPC Committee of Inner-Mongolia Autonomous Region, Chairman of the Government of the Autonomous Region;
