Born in January 1949 in Fuyu County, Heilongjiang Province;

In December 1968, started work (as a youth assigned to work in the countryside), joined the CPC in December 1969, graduated from Peking University in 1974;

Assumed offices of Section Head, Deputy Chief, Chief in the Investment Department of State Planning Commission, Executive Vice General Manager of the Hualian Real Estate Development Company, Deputy Director of the Investment Research Institute of the State Planning Commission, Deputy Director-General, Director-General of the Key Construction Department of the State Planning Commission, Director-General of Investment Department of the State Planning Commission, Vice Chairman and Member of the CPC Leading Group of the State Planning Commission, Vice Chairman and Member of the CPC Leading Group the National Development and Reform Commission, Vice Minister and Member of the CPC Leading Group of the Ministry of Construction;

In March 2008, appointed to be the Minister of Housing and Urban-Rural Development at the 1st Session of the 11th NPC;

Member of the 17th CPC Central Committee.
