Male, Han Nationality, born in December, 1949 in Wuzhong of Ningxia Hui Autonomous Region; Postgraduate of Party School of CPC Central Committee; started work in July of 1968 and joined the Chinese Communist Party in 1972; Senior Economic Administrator.

Assumed offices consecutively as Deputy Magistrate of Tongxin County, Secretary of Tongxin County Party Committee, Secretary of Xiji County Party Committee, Member of Guyuan Prefecture Party Committee, Deputy Secretary General and, then, Secretary General of the Government of Ningxia Hui Autonomous Region.

1993 Vice Chairman of the Government of Ningxia Hui Autonomous Region;

1998 Standing Committee Member of CPC Committee and Executive Vice Chairman of the Government of Ningxia Hui Autonomous Region;

1999 Vice Minister and Deputy Secretary of the CPC Leading Group of the State Forestry Administration;

2000 Minister and Secretary of the CPC Leading Group of the State Forestry Administration;

2005 Minister and Secretary of the CPC Leading Group of the State Environmental Protection Administration;
