Currently hold the post of Deputy Secretary and Mayor of the CPC Party Committee of Qingdao.

Member of the 16th CPC Central Committee; Deputy to the 9th, 10th, 11th National People’s Congress; Deputy to the 8th, 9th Shandong CPC Congress; Member of the 8th, 9th Shandong CPC committee; Deputy to the 9th, 10th, 11th Shandong People’s Congress.

男，汉族，1957年1月出生，经济学博士。

历任江苏省计划经济委员会副主任，江苏省政府副秘书长，江苏省连云港市委副书记、市长，山东省日照市委副书记、市长，中共山东省日照市委书记。

现任中共青岛市委副书记、市长。

中共十六大代表，九、十、十一届全国人大代表，中共山东省第八、九次党代会代表，八、九届中共山东省委委员，九、十、十一届山东省人大代表。
