Li Wancai, Han nationality, born in April 1955, joined the work force in 1972, graduated from Liaoning College of Finance and Economics with a major in International Business and Economics, was an on-job postgraduate, and a member of Chinese Communist Party.
In December 1988, he was appointed as vice-director of the Yingkou City Planning Board, member of the Party board.
In February 1993, he was appointed vice-mayor of the Yingkou City Government.
In June 1994, he was appointed vice-director of the Provincial Tax Bureau and vice-secretary of the Liaoning Province Party board.
In May 1995, he was appointed secretary of the Liaoning Province Provincial Tax Bureau’s Party board.
From April 1998, he served as director and secretary of the Liaoning Province Provincial Tax Bureau’s Party board.
From July 1998 to July 1999, he worked as a trainee of Outstanding Young Cadres Training Class of Party School of the Central Committee of C.P.C.
In January 2000, he was appointed deputy secretary general of the Liaoning Province Government.
In May 2001, he was appointed vice-mayor of the Dalian City Government.
In January 2003, he was appointed deputy provincial governor of Liaoning Province People’s Government.
In May 2009, he served as deputy provincial governor and a member of the Liaoning Province Party board, vice-secretary of Dalian City’s Committee of the Chinese Communist Party, and was a candidate for mayor of Dalian city.
In January 2010, he was elected Mayor of Dalian, Liaoning province.
