To organize and guide the activities of supporting the army and giving preferential treatment to families of servicemen and martyrs; to study and put forward standards of favorable treatment, compensation, and subsidy for various groups entitled of preferential treatment and compensation standards for injuries of the government employees; to formulate honoring methods for revolutionary martyrs and people died or injured on public duties; to review, verify and apply for the approval of protection units of national martyr memorial buildings; to undertake the day-to-day work of the Leading Group for Supporting the Army and Preferential Treatment to Families of Servicemen and Martyrs; |

To formulate settlement plans and implementation programs for the discharged conscripts, demobilized volunteer soldiers and carders, and retired army carders and carders retired from army without military status, study and put forward standards for their living and welfare; to formulate administrative methods for the Sanatoriums of Retired Army Carders and deployment plans of military supply depots; to guide the protection units of talents needed for both localities and the military; |

To undertake the administration of the rights and interests protection of the mass groups with special difficulties, such as the old, orphans and “households of five guarantees” (households enjoying state guarantee on proper food, clothing, medical care, housing and funeral expenses), guide the rights and interests protection of disabled people; to formulate related guidelines, policies, rules and regulations; to formulate development plans for the social welfare undertakings and standards for various welfare facilities; to study and put forward verification standards, support and protection policies for social welfare enterprises; to study and put forward development plans, issuance volume and administrative methods for the welfare lottery (including China social welfare donation for prize tickets) and administer the welfare funds of its authorized level; |

To participate in international organizations and in international activities in respect of civil affairs; to administer the multilateral and bilateral exchanges and cooperation in the field of civil affairs by the government and private organizations with international aid institutions; to be responsible for the settlement and repatriation of refugees in China; |

To undertake other tasks assigned by the State Council. |
