To formulate regulations and rules in respect of environment protection programs, statistics, budgets, fiscal affairs and investment management; to organize the compilation of national environment protection programs and plans, participate in the compilation of national sustainable development, and administer centrally the coordination, inspection and submission for approval of special environment protection programs and plans; to participate in the formulation of program and plans on national economic and social development, programs on land treatment and application, and programs of eco-environmental development, review and verify the contents of environmental protection in the urban master plans; to be responsible for the external coordination on the control of total pollutants discharge volume; to coordinate centrally the related work on the building of an environment friendly society; to review and verify the fee collection projects of environment protection institutions, manage the undertaking expenses, foreign affairs expenses, S&T expenses, other special and extra-budgetary expenses of the Ministry departments, directly affiliated institutions and external resident agencies; to be responsible for the administration of major environment protection projects subsidized by the state and projects of capacity building for environment protection system; to manage centrally the demonstration projects; to be responsible for the key treatment projects for the key areas and drainage basins recommended by the state policy-oriented banks and handle duty reduction and exemption formalities for environment protection projects; to be responsible for the compilation of (the environment part of) national economic and social development annual plans and the liaison with the NDRC and other departments; to guide the environment statistical work, compile environment status bulletins and annual statistical reports, review and verify the environment statistical information report published to the outside in the name of the Ministry; to administer centrally the capital construction of the Ministry institutions; to be responsible for the daily routine work of Office of Western Region Development, Office of Revitalizing Northeast China and Other Old Industrial Bases, Office of Poverty Alleviation Leading Group and Office of Disorder Control and Burden Alleviation, and take charge of the economic system reform in the environment protection institutions.

To formulate laws, rules and regulations on pollution prevention and control in respect of atmosphere, water bodies, noise, solid wastes, toxic chemicals and vehicle emissions and organize implementation accordingly; to organize the implementation of environmental management rules such as the application registration of pollution discharges, pollution discharge permits, treatment of pollution sources within specific times and up-to-standard pollutant discharge, operation permit for hazardous wastes, registration for import and export of toxic chemicals, and delegated administrative execution etc.; to supervise and administer the prevention and control of marine environment pollution caused by coastal engineering projects, land-based pollutants, and ship dismantling; to organize the formulation of environmental function zoning; to organize the drafting of pollution prevention plans for national key drainage basins and regions, and supervise their implementation; to be responsible for the approval of the import and export of the wastes to be used as raw materials; to guide the comprehensive treatment of urban and rural environment.

To formulate policies, regulations and standards on ecological conservation, nature reserves, eco-function protection areas, soil environment protection, rural environment protection, biodiversity protection, bio-safety, biological species resources (including bio-genetic resources, hereinafter referred to as the same), and environmental safety management of bio-technologies and supervise their implementation; to compile programs for the protection of national, key area and drainage basin ecologies, the programs for natural protection areas, plans of biodiversity protection, and programs for rural environment protection and soil environment protection and supervise implementation accordingly; to conduct assessments of the national eco-environment quality status and guide the serial creations of national ecological demonstrations; to organize the assessment and review of state level natural reserves and ecological function protection areas and put forward review and approval suggestions for establishing various new state level natural reserves and ecological function protection areas; to supervise and administer the state level natural reserves, and supervise and inspect the environment protection of various types of natural protection areas and forest parks; to supervise and guide tourism eco-environment protection; to supervise and inspect the protection of bio-diversity, wild plants and animals and the import and export control of rare and endangered species; to be responsible for the domestic coordination and operation guidance on the implementation of related international conventions on environment protection, e.g., Convention on Biodiversity, United Nations Convention to Combat Desertification, and Ramsar Convention on Wetlands, and manage the work on biodiversity, bio-safety, biological species resources, and environmental safety of bio-technologies; To supervise the environment protection in respect of the exploitation and utilization of natural resources; to guide and supervise the rehabilitation of mining areas, major eco-environment constructions, rehabilitation and treatment of ecology damages, prevention and treatment of desertification and wetland protection; to administer eco-environmental protection and comprehensive environment treatment in rural areas, and guide the development of ecological agriculture; to supervise and manage soil environment protection, guide and coordinate the prevention and control of non-point pollution in rural areas and the development of organic food.

拟订全国生态保护、自然保护区、生态功能保护区、土壤环境保护、农村环境保护、生物多样性保护、生物安全、生物物种资源（含生物遗传资源，下同）及生物技术环境安全管理政策、法规和标准，并监督执行；组织编制全国及重要区域、流域生态保护规划、自然保护区规划、生物多样性保护计划、农村环境保护、土壤环境保护规划，并监督实施；组织开展全国生态环境质量状况评价工作，指导全国生态示范系列创建工作；组织国家级自然保护区、生态功能保护区评审，提出新建各类国家级自然保护区、生态功能保护区的审批建议；监督管理国家级自然保护区，监督检查各种类型自然保护区及风景名胜区、森林公园的环境保护工作，监督指导旅游生态环境保护工作；监督检查生物多样性保护、野生动植物保护和珍稀濒危物种进出口管理工作；负责履行有关环境保护国际公约(包括生物多样性公约、荒漠化防治公约、湿地保护公约)的国内协调与业务指导工作，管理生物多样性、生物安全、生物物种资源及生物技术环境安全工作；监督自然资源开发利用活动中生态环境保护工作，指导和监督矿区复垦、重大生态环境建设、生态破坏恢复整治、荒漠化防治和湿地保护工作；管理农村生态环境保护和农村环境综合整治工作，指导生态农业建设；监督管理土壤环境保护工作，指导、协调农村面源污染防治、有机食品发展工作。
