To formulate and implement sector programs, plans and industrial policies for industries and communication industry, put forward policy suggestions on optimization of the industrial deployment and structures, draft related laws and regulations and enact rules and stipulations; to draw up technical norms and standards for different sectors and organize their implementation, and guide the quality administration of different sectors; |

To monitor and analyze the functioning tendencies and statistics of the industries and information industry, disclose related information, make forecast, early warning and information guidance; to coordinate and solve related issues in the sector operations and development and bring forward policy suggestions; to take charge of the emergency management of industries and communication industry, industrial security and national defense mobilization; |

To put forward opinions on the fixed asset investment (including foreign investment utilization and overseas investment) scales and directions for industries, communication industry and informatisation, and the arrangements of central fiscal construction funds; to review, verify and approve fixed asset investment projects within the scales as provides for in the state programs and annual plans according to the authorization of the State Council; |
