1.	To research and formulate development strategies and long-term and mid-term development plans of agricultural and rural economies, to organize their implementation after approvals; to formulate agricultural development plans and supervise their implementation.
2.	To research and formulate agricultural industry policies, direct the rational structural adjustment of agricultural industries, rational allocation of agricultural resources and improvement of produce quality; to put forward policy suggestions regarding prices of agricultural products and production materials, tariff adjustment, circulation of agricultural staples, rural credit, taxation and rural financial subsidies; to organize the drafting of laws and provisions regarding various agricultural industries (hereinafter referred to as VAI) such as planting industry, animal husbandry, fishing industry, rural township enterprises.
3.	To research and put forward suggestions regarding further system reforms of rural economies; to guide the building of socialized agricultural service system and the building of rural collective economic and cooperative organizations; to stabilize and round out basic rural business running system, policies, adjust rural economic relations, guide and supervise the alleviation of farmers’ burdens and circulation of land utilization rights.
4.	To research and formulate guidelines and policies regarding agricultural business management and the system building and development plans of agricultural staple produce market and promote the agricultural integration of pre-production, in-production and post- production; organize and coordinate the vegetable basket project and the market system building of agricultural production materials; research and put forward suggestions regarding the import and export of major agricultural products and production materials; forecast and publicize rural economic information regarding supply and demand of various agricultural products and production materials.
5.	Organize the zoning of agricultural resources, economic agriculture and sustained agricultural development; guide exploitation of agricultural land, fishing waters, grasslands, shoals swamps suitable for agricultural purposes and exploitation of rural reproducible energy as well as the protection and management of the resources of biological species of agriculture; responsible for the protection of ecological environment of fishing waters and water born wild animals and plants; safeguard the national fishing rights and execute management rights of fishing vessel inspections and fishing administration and fishing ports.
6.	Formulate development plans and related policies regarding agricultural scientific research, education, technology promotion and building of rank and files, implement the strategy of revitalizing agriculture through science and education; organize selection and application of major scientific research and technology promotion projects; guide the development work of agricultural education and agricultural professional skills.
7.	Draft and set forth technical standards for various agricultural industries and their implementation thereof; organize the implementation of quality supervision and certification of various agricultural products and green food products and the protection of new breeds of agricultural plants; to organize and coordinate the monitoring and defining of the quality of the agricultural inputs such as seeds, chemicals, vet drugs and related law executions; to organize the registration of domestic manufactured as well as imported seeds, chemicals, vet drugs and related fertilizers, etc. and the safety supervision of agricultural machines.
8.	To draft laws and provisions on animal and plant diseases prevention and quarantine, sign inter-government agreements and accords and formulate related standards; to organize veterinary administrations and vet pharmacy inspections; to organize and supervise domestic animal and plant disease prevention and quarantine, publicize epidemic information and organize eradication.
9.	To undertake foreign-related agricultural affairs and organize related international economic and technical exchanges and cooperation.
10.	To guide the work of directly affiliated institutions and the reform of enterprises owned by the Ministry; to supervise the value retention and increment of state-owned assets of t enterprises owned by the Ministry; in accordance with authorizations, to administer the personnel affairs, payrolls, department establishments of the directly affiliated institutions; to guide related social communities for the benefit of development of agricultural economy.
11.	To undertake other assignments entrusted by the State Council.

1.	研究拟定农业和农村经济发展战略、中长期发展规划，经批准后组织实施；拟定农业开发规划并监督实施。
2.	研究拟定农业的产业政策，引导农业产业结构的合理调整、农业资源的合理配置和产品品质的改善；提出有关农产品及农业生产资料价格、关税调整、大宗农产品流通、农村信贷、税收及农业财政补贴的政策建议；组织起草种植业、畜牧业、渔业、乡镇企业等农业各产业（以下简称农业各产业）的法律、法规草案。
3.	研究提出深化农村经济体制改革的意见；指导农业社会化服务体系建设和乡村集体经济组织、合作经济组织建设；按照中央要求，稳定和完善农村基本经营制度、政策，调节农村经济利益关系，指导、监督减轻农民负担和耕地使用权流转工作。
4.	研究制定农业产业化经营的方针政策和大宗农产品市场体系建设与发展规划，促进农业产前、产中、产后一体化；组织协调菜篮子工程和农业生产资料市场体系建设；研究提出主要农产品、重点农业生产资料的进出口建议；预测并发布农业各产业产品及农业生产资料供求情况等农村经济信息。
5.	组织农业资源区划、生态农业和农业可持续发展工作；指导农用地、渔业水域、草原、宜农滩涂、宜农湿地、农村可再生能源的开发利用以及农业生物物种资源的保护和管理；负责保护渔业水域生态环境和水生野生动植物工作；维护国家渔业权益，代表国家行使渔船检验和渔政、渔港监督管理权。
6.	制定农业科研、教育、技术推广及其队伍建设的发展规划和有关政策，实施科教兴农战略；组织重大科研和技术推广项目的遴选及实施；指导农业教育和农业职业技能开发工作。
7.	拟定农业各产业技术标准并组织实施；组织实施农业各产业产品及绿色食品的质量监督、认证和农业植物新品种的保护工作；组织协调种子、农药、兽药等农业投入品质量的监测、鉴定和执法监督管理；组织国内生产及进口种子、农药、兽药、有关肥料等产品的登记和农机安全监理工作。
8.	起草动植物防疫和检疫的法律法规草案，签署政府间协议、协定，制定有关标准；组织兽医医政、兽药药政药检工作；组织、监督对国内动植物的防疫、检疫工作，发布疫情并组织扑灭。
9.	承办政府间农业涉外事务，组织有关国际经济、技术交流与合作。
10.	指导直属事业单位的工作及部属企业改革；监督部属企业国有资产保值增值；按照权限管理直属单位人事、劳动工资、机构编制工作；指导有关社会团体为农业经济发展服务。
11.	承办国务院交办的其他事项。
