拟订教育督导的规章制度和标准，指导全国教育督导工作；组织对各地中等及中等以下教育、扫除青壮年文盲工作的督导评估和检查验收；发布国家教育督导报告；组织开展全国基础教育发展水平和质量监测；承担国家教育督导团的具体工作。
