To implement the guideline of "Prevention First" and to conduct health education to the general public. To work out programs on the prevention and treatment of dangerous diseases harmful to the health of the population; to organize comprehensive prevention and treatment of major diseases; and to publicize the quarantine and surveillance list of infectious diseases. |

To guide the reform of medical institutions; to formulate criteria for medical practitioners, medical quality and standard and service standard, and to supervise their enforcement. |

To regulate and supervise by law qualities of blood collection and supply at blood or plasma stations and the quality of blood for clinical use. |

To draft and formulate key national development programs on medical science, technology and education; to organize researches on key national medical and health breakthroughs; to guide the popularization and application of medical achievements; and to administer the directly affiliated institutions. |

To supervise the prevention and treatment of communicable diseases, to administer the hygiene in respect of food, occupations, environment, radiological stuff, and schools’ to formulate food and cosmetics quality control norms and be responsible for their accreditation. |

To formulate national development programs on health professionals and professional ethics codes for health personnel; to draft staffing standards for health institutions and accreditation criteria for health personnel and organize their enforcement. |

To organize and guide multi-lateral and bilateral, inter-governmental and non-governmental, medical and health cooperation and exchanges and medical aid to other countries, to participate in major health activities initiated by international organizations. To organize and coordinate medical and health exchanges and collaborations between China and the World Health Organization and other international organizations. |

To implement the policy of emphasizing both western medicine and traditional Chinese medicine, promote the inheritance and innovation of traditional Chinese medicine and realize its modernization. |

To conduct routine work of the National Patriotic Health Campaign Committee. |

To be responsible for the medical and health care of objects as defined by the Central Health Care Committee, to administer the medical care of related cadres of the central government institutions according to relevant regulations. |

To coordinate and dispatch the nationwide technical health capacity, to assist local governments and relevant institutions in emergency response to major epidemics and diseases and prevention and control the epidemic situation and diseases from happening and spreading. |

To undertake other assignments as designated by the State Council. |
