To organize the formulation of state standards and national unified quotas for project construction, assessment methods and economic parameters for construction projects, as well as building standards, construction period quota and construction land use quota; to formulate regulations and rules for the administration of project costs; to organize the formulation of project standards, economic quota and product standards for sectors under the administration of MOHURD and guide quality certification of related products; to supervise and guide the implementation of construction standards and quotas for various projects; to formulate qualification standards for the consultation agencies of project costs; to put forward practitioner qualification system for professional and technical personnel of project costs.

组织拟定工程建设国家标准、全国统一定额，建设项目评价方法、经济参数和建设标准、建设工期定额、建设用地指标；拟定工程造价管理的规章制度；组织拟定部管行业工程标准、经济定额和产品标准，指导产品质量认证工作；监督指导各类工程建设标准定额的实施；拟定工程造价咨询单位的资质标准并监督执行；提出工程造价专业技术人员执业资格标准。

To undertake the supervision and administration of real estate market; to formulate policies and measures for the supervision and administration of real estate market and the stabilization of housing prices and supervise implementation accordingly; to guide the paid transfer of use right and the development and application of city and township land; to propose development programs, industrial policies, regulations and rules for real estate industry; to formulate qualification criteria for real estate developers, property service enterprises, housing intermediaries and supervise their implementation; to organize the building and administration of nationwide information system for housing ownership entitlement.

承担房地产市场的监督管理；拟订房地产市场监管和稳定住房价格的政策、措施并监督执行；指导城镇土地使用权有偿转让和开发利用工作；提出房地产业的发展规划、产业政策和规章制度；拟订房地产开发企业、物业服务企业、房屋中介的资质标准并监督执行；组织建设并管理全国房屋权属信息系统。

To formulate regulations and rules with regard to regulating the behaviors of all parties in building market, tendering/bidding, construction permission, construction supervision, contract management, and project risk management of housing and municipal utility projects and supervise implementation accordingly; to formulate policies, regulations and rules for the sector development in respect of project construction, building industry, survey and design, and supervise implementation accordingly; to formulate qualification standards for enterprises of building construction, installation, decoration and fitment, and building products, as well as agencies of construction supervision, survey and design consultations and supervise implementation accordingly; to verify the qualification of tendering agencies practicing tendering business for various construction projects.

拟订规范建筑市场各方主体行为、房屋和市政工程项目招标投标、施工许可、建设监理、合同管理、工程风险管理的规章制度并监督执行；拟订工程建设、建筑业、勘察设计的行业发展政策、规章制度并监督执行；拟订建筑施工企业、建筑安装企业、建筑装饰装修企业、建筑制品企业、建设监理单位、勘察设计咨询单位资质标准并监督执行；认定从事各类工程建设项目招标代理业务的招标代理机构的资格。

To formulate development strategies, min-term and long-term programs, reform measures and regulations for city construction and municipal utility undertakings; to guide the work in respect of municipal water supply, water-saving, fuel gas, thermal power, municipal facilities, gardening, rectification of city landscape and ground-keeping and city construction supervision; to guide the construction of city and township sewage treatment facilities and pipeline network; to guide the greening of city planed areas; to undertake relate work of state-level sceneries and well-known places, projects for world natural heritage and projects of both world natural and cultural heritage.

拟订城市建设和市政公用事业的发展战略、中长期规划、改革措施、规章；指导城市供水、节水、燃气、热力、市政设施、园林、市容环境治理、城建监察等工作；指导城镇污水处理设施和管网配套建设；指导城市规划区的绿化工作；承担国家级风景名胜区、世界自然遗产项目和世界自然与文化双重遗产项目的有关工作。

拟订村庄和小城镇建设政策并指导实施；指导镇、乡、村庄规划的编制和实施；指导农村住房建设、农村住房安全和危房改造；提出进城定居农民的住房政策建议；指导小城镇和村庄人居生态环境的改善工作；组织村镇建设试点工作，指导全国重点镇的建设。
