1.	To formulate development strategies, guidelines, policies and regulations for highway, waterway transportation sectors and supervise their implementations;
2.	To formulate development programs, mid-term and long-term programs for highway and waterway sector and supervise their implementations; to be responsible for the guidance of statistics and information for transportation sector;
3.	To adjust and control the transportation of important goods of the state and emergency passenger and cargo transportation; to organize the implementation of the construction of major state transportation projects of highways and waterways;
4.	To guide the system reform of transportation sector; maintain law and order of fair competition in the transport sector of highways and waterways; to guide the structure optimization and coordinated development of the transportation sector;
5.	To organize the construction, maintenance and fee-collection of highways and other infrastructure facilities; to be responsible for the sector administration of automobile service market, vehicle driving schools and drivers training;
6.	To organize the construction, maintenance and fee-collection of waterway infrastructure construction; to be responsible for the supervision of the water traffic safety, inspection of the vessels and marine facilities and prevention of vessel pollution, marine navigation support, salvage and raising, communication and navigation; to conduct sector administration of vessel agents, foreign vessel cargo management, waterway dredging, and the use of coast deployment by the construction of port and harbor facilities;
7.	To formulate policies, technical standards and norms for the development of transportation sector; to organize major S&T development, push forward technical progress in the sector; to guide the high-level education, adult education and vocational education in the transportation sector;
8.	To be responsible for the administration of human resources, labor payrolls, establishments of the ministerial institutions and directly affiliated units; to administer key leading cadres of the directly affiliated units; to guide the building of employee forces in the transportation sector;
9.	To be responsible for the external inter-government exchanges in the transportation sector, guide the utilization of the foreign investment; to administer other matters of highway and waterway transportation related to international organizations, and conduct international economic and technical cooperation and exchanges in respect of transportation;
10.	To administer and guide the public security of ports and marine transportation;
11.	To undertake other assignments designated by the State Council.
