1. To implement CPC and state guidelines, policies, laws and regulations on system reform, legality construction, spiritual civilization, press and publications, formulate relevant provisions, measures and criteria and supervise their implementation;

1. To be responsible for the administration of highway and waterway transportation infrastructures invested by the central government and the state assets of the institutions affiliated to the Ministry, organize and implement related assets assessment, defining ownerships, statistics gathering and analysis, asset disposal, asset liquidation and capital verification, share ownership establishment etc; to be responsible for the administration of government procurement;

5. To be responsible for the administration of the highway toll right transfers and pledges;

6. To be responsible for the compilation, review, submission, instruction reply and assignment of the estimates and final accounts of the ministerial departments, affiliated institutions, special ministry-managed funds and capital constructions; to be responsible for the establishment and administration of budget item data base of the Ministry;

7. To be responsible for the centralized administration of the non transport pricing and related fee collection; to organize and handle the deployment and account settlement operations of the special funds under the Ministry and implement financial supervision accordingly;

8. To be responsible for the administration of financing, credit, foreign exchange, foreign investment utilization and other related financial affairs for the highway and waterway infrastructures, and the financial administration and accounting of undertaking operation funds from national fiscal appropriations and special appropriations;

9. To undertake other tasks assigned by the Ministry leaders.

(八) 负责公路和水运基础设施融资、信贷、外汇、利用外资等有关财务管理工作,以及国家财政拨给的事业经费和专项拨款的财务管理与会计核算工作。
