Based on the economic and social development situations, to conduct studies on major, comprehensive, overwhelming and profound issues in the economic system reform and open-up; to investigate and study the implementation of major reform guidelines and policies, making in-time reviews and proposing new measures; to organize and formulate plans for comprehensive economic system reform; to coordinate the formulation and implementation of specific reform plans; to guide and push forward the economic system reform through effective methods of tracking, survey and pilot project; to organize comparison research on domestic and foreign economic systems, participating in the formulation of reform plans concerning foreign related economies; to undertake other tasks assigned by the Commission leaders.

The Department of Foreign Capital and Overseas Investment is responsible for analyzing the dynamics of international capital as well as the situation of foreign capital utilization and overseas investment, putting forward objectives and policies regarding strategies, plans, aggregate balance and structural optimization of foreign capital utilization and overseas investment, coordinating relevant key policies, monitoring and controlling the total size of foreign liabilities and optimizing their mix; drafting plans jointly with relevant agencies for loans by international financial organizations and foreign governments, and recommending major candidate projects, drafting the Catalogue for the Guidance of Foreign Investment Industries in cooperation with relevant agencies; according to the mandate stipulated by the State Council, examining and approving key foreign-invested projects, major resourcesrelated overseas investment projects and projects that consumes substantial amount of foreign currency.

研究国际资本的动态，监测分析我国利用外资的状况，提出我国利用外资、境外投资的战略，总量平衡和结构优化目标，拟订中长期发展规划和年度计划。负责会同有关部门拟订外商投资产业指导目录，以及修订工作；研究协调有关利用外资和境外投资的重大政策，参与研究对外开放的重大问题；研究提出利用外资、境外投资管理体制改革的建议。起草利用外资、境外投资的有关行政法规和规章，参与有关对外开放的法律、行政法规的起草。负责我国全口径外债的总量控制、结构优化和监测工作，研究提出防范外债风险措施。负责组织编制国际金融组织贷款、外国政府贷款和国际商业贷款规划，提出相关备选项目；参与审核利用国外贷款重大项目；指导和监督国外贷款资金的使用。参与审核外商投资重大项目；负责外资项目进口设备免税确认工作。审核重大境外资源开发类和大额用汇投资项目；负责拟订境外投资用汇规划。组织协调多双边投资合作工作。承办委领导交办的其他事项。

The Department of Western Region Development is responsible for formulating strategies, plans and key policies to promote western region development, and coordinating major issues; putting forward proposals on key infrastructure development, ecological environment conservation and layout of major projects in the Western Region, and coordinating the implementation of these proposals.

To study major issues concerning the balance of urban and rural economic development, the increase of rural residents’ income and the optimized deployment of agricultural productivities; to put forward development strategies and policy suggestions concerning agricultural and rural economy; to organize and formulate mid- long term programs for the agricultural and rural economy development and annual guideline plans; to connect and to balance the development programs and annual plans of agriculture (including township enterprises), water conservation, forestry, meteorology and other sectors; to organize the formulation of investment plans for agriculture, water conservation, forestry, meteorology and related small and medium rural infrastructures, reviewing and verifying key projects, and arranging construction projects that use state funds; to supervise and to inspect the implementation of investment plans and project constructions; to study the major reform issues of rural economic system, puting forward reform suggestions for rural economic system and participating in the study of the administrative system reform for agriculture, forestry, water conservation and meteorology sectors; to study and to put forward reform suggestions for the agricultural investment and financing system, the project construction and management system and the operational mechanisms; to organize the formulation of the mid-long term programs and annual guideline plans for the national ecological construction, organizing the implementation of the key ecological construction projects; to undertake the daily work of the Joint Office of Ministerial Meetings for State Ecological Environmental Construction Department; to monitor and analyze the development situation of agricultural and rural economy, tracking and studying major tendency issues and making timely policy suggestions; to undertake other assignments designated by the Commission leaders.
