To study and to put forward energy development strategies; to monitor and to organize investigations on energy development and to analyze the energy development trends; to study the demand of energy by national economy and social development, finalizing energy development strategies that meet the demands of energy safety maintenance and national economic and social development; to study and formulate energy development programs and annual guideline plans; to organize surveys and investigations on energy exploitations and development, technology innovation, production, construction and conservations, analyzing the major issues concerning all these aspects; to propose the energy development objectives and measures, planning for the deployment of energy explorations and exploitations, production constructions and market supply; to review and to verify major energy projects; to study and to put forward policies for energy development and related industrial policies; to analyze the impact of fiscal and tax policies, monetary policies, price policies, trade policies, joint venture policies and consumer policies on the energy development and the balance of supply and demand; to put forward policy suggestions on the promotion of energy development, conservations, security and technology innovations, and to draft related laws and regulations; to guide the formulation of technical regulations and standards for the energy sector; to study and to put forward suggestions regarding energy system reform; to organize investigations of energy system, analyzing its major issues, putting forward reform suggestions and coordinating major issues on energy system reform; to push forward the implementation of sustainable energy development strategies and to organize the development and utilizations of renewable energies and new form of energies, organizing and guiding the energy conservation, comprehensive utilization and environment protection of the energy sector; To perform the governmental functions in international cooperation and related management; to be responsible for the review and approval of the key international projects on energy, as well as organizing and coordinating of foreign cooperations on energy exploration and exploitation, production development and technical exchanges; to be responsible for the counterpart liaisons with the energy institutions of foreign governments, international energy organizations and energy conferences; to study foreign energy information and policies; to be responsible for the connection and balance between development plans and production construction plans of key energy enterprises, coordinating and solving major issues in the production and construction of such enterprises; to be responsible for the guidance of local energy development plans, connecting the production development of local energy with the balance of supply and demand; to be responsible for the state petroleum reserve; to undertake other assignments designated by the Commission leaders.

The Department of Industry is responsible for analyzing major issues concerning the development of industry and service industry, drafting comprehensive industrial policies, studying and proposing comprehensive policy recommendations; coordinating and harmonizing the industry and service industry development plans with national economic and social development plans and programs; coordinating the dissemination and use of major technical equipments as well as building of major industrial bases; drafting the development strategies and key policies of service industry in cooperation with relevant agencies, coordinating key issues of service industry development.
