The Department of Climate Change is responsible for comprehensively analyzing the impact of climate change on social-economic development; organizing and coordinating the formulation of key strategies, plans and policies dealing with climate change, taking the lead in the implementation of United Nations Framework of Climate Change Convention, and in collaborating with other relative parties in international climate change negotiations; coordinating and carrying out international cooperation in response to climate change and related capacity building; organizing and implementing the work relating to clean development mechanism (CDM); and undertaking concrete work assigned by the National Leading Group Dealing with Climate Change, Energy Conservation and Emission Reduction.

综合研究气候变化问题的国际形势和主要国家动态，分析气候变化对我国经济社会发展的影响，提出总体对策建议。牵头拟订我国应对气候变化重大战略、规划和重大政策，组织实施有关减缓和适应气候变化的具体措施和行动，组织开展应对气候变化宣传工作，研究提出相关法律法规的立法建议。组织拟定、更新并实施应对气候变化国家方案，指导和协助部门、行业和地方方案的拟订和实施。牵头承担国家履行联合国气候变化框架公约相关工作，组织编写国家履约信息通报，负责国家温室气体排放清单编制工作。组织研究提出我国参加气候变化国际谈判的总体政策和方案建议，牵头拟订并组织实施具体谈判对案，会同有关方面牵头组织参加国际谈判和相关国际会议。负责拟订应对气候变化能力建设规划，协调开展气候变化领域科学研究、系统观测等工作。拟订应对气候变化对外合作管理办法，组织协调应对气候变化重大对外合作活动，负责开展应对气候变化的相关多、双边合作活动，负责审核对外合作活动中涉及的敏感数据和信息。负责开展清洁发展机制工作，牵头组织清洁发展机制项目审核，会同有关方面监管中国清洁发展机制基金的活动，组织研究温室气体排放市场交易机制。承担国家应对气候变化及节能减排工作领导小组有关应对气候变化方面的具体工作，归口管理应对气候变化工作，指导和联系地方的应对气候变化工作。承办委领导交办的其他事项。

To monitor and to forecast the consumer prices, the retail price of important commodities and the prices of major production and living materials; to analyze price situations, puting forward annual objectives for controlling total price levels, analyzing and putting forward policy suggestions for the adjustment and control of market, as well a the maintenance of price stabilities by going through the comprehensive application of price policies and other economic policies, laws and administrative methods; to study and to draft laws, regulations and provisions for the administration of the prices and charging; to study and to put forward the principles and pricing methods for the government administration of commodities and service prices; to organize cost investigations and inspection on projects regarding the price of important commodities and services; to release price information and to guide the pricing behaviors of entrepreneurs; to decide the price of important commodities and services and to formulate and implement policies of charging; to formulate and implement reform plans for government charging, and commodity prices and service prices controlled by the central government; to review and to verify those commodity prices, service prices and charging standards controlled by a few central governments; to guide the administration of price and charging carried out by price control departments of local governments and other departments of the State Council; to guide the price self-discipline of various trade associations; to organize the assessment and verification of prices; to organize hearings on prices listed in the Central Government Price Catalogue according the Price Law; to undertake other assignments designated by the Commission leaders.
