To be responsible for the cooperation with foreign governments, agencies and institutions as well as international organizations; to assist the related departments in pushing forward the major foreign related projects; to conduct unified administration of foreign affairs of NDRC and its institutions and to handle NDRC’s daily work related to foreign affairs and documents; to guide the operation of NDRC’s offices (groups) abroad, to assist the personnel department in the selection of foreign affairs cadres and to organize the study and research on world economy; to formulate and implement the regulations and rules for NDRC’s foreign affairs; to be responsible for the review and approval of go-abroad application handed in by NDRC and directly affiliated institutions; to be responsible for the financial control in foreign affairs of the Commission and to administer the foreign currency quota allocation for directly affiliated institutions; to organize foreign training affairs; to organize and undertake the foreign affairs assignments entrusted by the State Council, handling foreign affairs work assigned by the Ministry of Foreign Affairs and coordinating foreign affairs operations between the Commission and other ministries and commissions; to guide the foreign affairs reception service by the Protocol Division of Service Center of the NDRC; to undertake other assignments designated by the Commission leaders.

负责本委与外国政府、企业、社会团体和国际组织之间的合作事宜。协助有关司推进重大涉外项目。归口管理委机关及直属联系单位的涉外工作，处理委机关日常外事工作及对外文书。指导本委各驻外经济处（组）的业务工作，协助人事司选派驻外干部，组织世界经济调研工作。负责制定委外事工作的规章制度并监督执行。负责委机关及直属联系单位的出国任务审批。负责管理委机关外事财务工作及直属联系单位的外汇额度支出。负责本委有关对外培训的组织工作。组织承办国务院交办的涉外任务，办理外交部转交的涉外工作，协调本委与其他部委之间的涉外业务。指导机关服务中心外事接待处的外事服务工作。承办委领导交办的其他事项。

To implement the party's cadre lines, guidelines and policies, studying and putting forward rules, policies and measures in the training, selection, appointment, supervision and administrations of Commission cadres; to be responsible for the development, utilization and deployment of human resources; to be responsible for the building of leading teams, leading cadres and cadre reserves as well as resident cadres abroad for the Commission departments, directly affiliated institutions and associated units; to be responsible for the reallocation, examination, appointment, training, supervision, honoring, punishment and retirement of cadres within the Commission, directly affiliated institutions and associated units, as well as the review of enlisted cadres of the Commission; to be responsible for the improvement of civil servant administrative system of the Commission, drawing up regulations and rules for the building of the civil servant forces conducive to the demand of macro adjustment and control of the socialist market economy; to be responsible for the daily administration of civil servants; to put forward objectives, principles and measures for the administration and construction of civil servant forces; to be responsible for the NDRC’s personnel system reform and personnel administration; to study and to put forward policies and measures on the quality and capability building of the Commission’s cadres, taking charge of the building of professional and technical cadre forces; to be responsible for the macro administration of cadre trainings; to be responsible for the establishment, staffing, annual statistic, labor payroll, insurance and welfare of the Commission departments, directly affiliated institutions, and associated units; to be responsible for the personnel files administration; to conduct the political reviews of personnel who make official visits abroad and the approval of personnel going abroad for private reasons.

贯彻落实党的干部路线、方针和政策，研究提出全委干部培养、选拔、任用、监督、管理的制度与政策措施；负责人才资源开发利用与配置工作。根据党组管理的干部职务名称表，负责机关各司局和委直属、联系单位领导班子、领导干部队伍、后备干部队伍以及驻外干部队伍的建设。负责机关及委直属、联系单位委管干部的调配、考核、任免、培养、监督、奖惩和退休审批等工作以及委备案干部的审核。负责完善我委国家公务员管理制度，制定适应社会主义市场经济宏观调控要求的公务员队伍建设的规章制度，负责公务员的日常管理工作；提出委直属、联系单位干部管理与队伍建设的目标、原则与措施；负责全委人事制度改革和人事管理工作。研究提出全委干部队伍素质和能力建设的政策措施，负责专业技术干部队伍建设；负责干部培训工作的宏观管理，指导机关和委属单位的干部培训工作。负责机关及委直属、联系单位机构设置、人员编制、年报统计、劳动工资与保险福利等；负责人事档案管理工作；办理因公出国政审和因私出境人员审批。承办委党组交办的其他事项。

The Office of Key Project Inspectors is responsible for inspecting and monitoring implementation of national key construction projects; tracking and inspecting the implementation of national investment policies and regulations in relevant industries and by local authorities; inspecting and monitoring the implementation of national budgetary investment; making recommendations on the breach of national regulations.

研究拟订全国重大项目稽察监管工作计划和政策，起草项目稽察监管的法规、规章；指导和协调全国稽察监管工作；组织全国重大项目稽察监管业务培训工作。组织实施对国家重大建设项目的稽察，主要包括：履行项目审批程序、勘测设计、开工条件、建设进度、工程质量、资金管理使用、概算控制以及项目法人责任制、招标投标、监理和合同管理制度执行情况等稽察。开展对建设项目政策环境的稽察，负责对项目单位、参建单位的业绩、信誉评价及项目后评价等。跟踪稽察相关行业和地方贯彻执行国家投资政策、法规情况；监测国家重大建设项目的实施情况，并提出分析报告。受理对国家投资政策执行情况和重大建设项目违规问题的举报。会同有关司对政府投资和重大项目建设实施中出现的违规问题进行处理。研究提出改进投资管理和项目建设的意见和建议。承办委领导交办的其他事项。
