1.	To study and formulate guidelines and policies on radio and television broadcasts and movie creations and steer the public opinions; to guide the radio and television broadcasts and movie creations and coordinate movie subject plans; to guide the reform of the management systems of radio, film and television.
2.	To study and draft laws and regulations on the administration of radio, film and television undertakings; to enact provisions on the administration of radio, film and television and their development programs; to supervise and manage the reception and recording of television programs and satellite television programs and audio and video programs broadcasted on the information network to the public; to be responsible for the administration of the imported programs used for radio and television broadcasts and review and approve the contents accordingly.
3.	To approve the setup and cancellation of radio and TV broadcasting institutions at (including) the county level and the makers of film, radio and television programs and teleplays; to organize, review and verify the contents and qualities of movies, TV plays and other programs to be broadcasted on radio and television; to grant and revoke permits for movie shooting and showing, as well as permits for teleplay making and publication.
4.	To manage the radio, film and television S&T, enact related technical policies and standards and guide the scientific research, exploitation and application of high-tech appropriate for radio, film and television institutions; to study the economic policies in respect of radio, film and television.
5.	To plan and manage dedicated radio and television networks according to the coordinated programs, macro policies, laws and regulations of the state; to enact detailed policies, regulations and technical standards for dedicated radio and television networks, guide their tier constructions and developments and guarantee the safe broadcasts of the radio and television programs; to compile programs for dedicated broadcasting bands, define and assign radio and television frequencies (channels) and capacities and other technical parameters; to participate in the enactment of overall programs for state information network.
6.	To lead the Central People Broadcasting Station, the China International Broadcasting Station and China Central Television Station, coordinate and inspect the major broadcasts and organize and manage centrally their program coverage.
7.	To study and enact the related provisions on foreign affairs of radio, film and television institutions; to administer the radio, film and television exchanges and cooperation with foreign countries, as well as Hong Kong and Macao SARs and Taiwan region.
8.	To undertake other assignments designated by the CPC Central Committee and the State Council.
