1. To compile the development programs for the law enforcement in the radio, film and television sectors; to investigate and research on the law enforcement of the Administration, formulate guidelines and policies on the building of law enforcement in radio, film and television sectors; to guide the building of the law enforcement of the directly affiliated institutions of the Administration and local radio, film and television management agencies.
2. To be responsible for the radio, film and television legislation; to enact the legislation programs and annual legislation plans and organize their implementation; to study and draft laws and administrative rules in respect of the radio, film and television; to organize the drafting and preliminary review of the regulations and normal documents for radio, film and television departments; to be responsible for the reply to the opinions on laws and regulations.
3. To guide the publicity and education of law enforcement in radio, film and television institutions; to enact and practice the five-year law enforcement publicity and education programs and annual law enforcement publicity and education plans for radio, film and television.
4. To organize and execute administration according to law in the radio, film and television institutions; to organize and implement supervision and inspection on radio, film and television; to be responsible for the administrative licensing hearing, major administrative penalty hearing, as well as administrative reconsideration and administrative prosecution.
5. To be responsible for the work of the radio, film and television institution related to the intellectual property rights; to undertake the radio, film and television work related to WTO laws and international treaties; to participate in the international exchanges and cooperation of law enforcement in respect of radio, film and television.
6. To put forward legal suggestions on major policies of the Administration; to be responsible for the legal services on major issues of the Administration and review and verify the legalities of the important foreign-related documents.
7. To be responsible for the filing for records of regulations of radio, film and television agencies; to be responsible for the legislative interpretation of radio, film and television regulations and normal documents; to collate and compile laws, administrative regulations, department provision and normal documents.
8. To complete other tasks assigned by the Administrative leaders.
1.组织编制广播影视行业法制建设发展规划；负责组织和承担总局法制调研工作，拟定广播影视法制建设方针、政策；负责指导总局直属单位和地方广播影视管理部门的法制建设工作。
2.负责广播影视立法工作；制定立法规划和年度立法计划并组织实施；组织研究起草广播影视法律、行政法规草案；负责组织起草或初审广播影视部门规章和规范性文件；负责有关法律、法规意见回复工作。
3.组织指导广播影视系统法制宣传教育工作；制定和组织实施广播影视五年法制宣传教育规划和年度法制宣传教育计划。
4.负责组织实施广播影视系统依法行政工作；组织实施广播影视执法监督检查；负责总局行政许可听证、重大行政处罚听证、行政复议、行政诉讼工作。
5.负责广播影视系统涉及知识产权的工作；负责承办广播影视有关WTO法律以及有关国际公约的相关工作；参与广播影视涉及法制的国际交流与合作的相关工作。
6.负责对总局重大决策事项提供法律意见；负责总局重要事项的法律服务和重大法律文件及涉外文件的法律审核。
7.负责广播影视部门规章备案工作；负责广播影视规章和规范性文件的立法解释工作；整理、汇编广播影视法律、行政法规、部门规章和规范性文件。
8.完成总局领导交办的其他事项。
