1.	To propose patent-related legislations and amendments draft on implementation provisions; to study laws and regulations relating to Intellectual Property Right, to organize and formulate patent regulations and rules.
2.	To draft and formulate guidelines and policies on external work relating to intellectual property rights, to study the development of intellectual property rights in foreign countries, to coordinate external matters and affairs concerning intellectual property rights (including foreign negotiations on intellectual property rights), and to be responsible for the international liaison, cooperation and exchanges in respect of patent work.
3.	To organize and formulate the national patent development programs and patent information network development plans.
4.	To organize and formulate criteria for decisions of patent ownership and judgment of infringement and designate administrative institutions for patent ownership decisions.
5.	To organize and promote the dissemination and popularization of patent laws and related regulations and to plan for education and training on intellectual property rights.
6.	To undertake other assignments as designated by the State Council.
